On May 27, 2014 the Deputy Minister of Finance, Mr. Wiebes, presented the Memorandum in response to the detailed report and a second Memorandum of amendment to the bill on Temporal Ringfencing Reserves to the Lower House. He also discussed a number of issues that the authors previously addressed in the Weekblad voor Fiscaal Recht (see WFR 2014/180), as well as the additional comments by the Dutch Association of Tax Advisors (Nederlandse Orde van Belastingadviseurs; NOB) and a number of other questions by the Lower House.

In this follow-up contribution the authors respond to the abovementioned Memoranda. They are pleased that several ambiguities have been clarified. Moreover, the second Memorandum of amendment implements changes, some very substantive, so that the bill meets its original intent in more situations than previously and, no less important, does justice to the situation in practice. Nevertheless, the authors still have important caveats where the bill is concerned and it remains complex in their opinion. Finally, they express the hope that the discerning parliamentary debates will be continued.
