The European Union (EU) is in the process of launching the Central Electronic System of Payment information (“CESOP”) on 1 January 2024. The first reporting is due in April 2024.
CESOP is a key instrument to detect VAT fraud in the e-commerce market in the EU. Importantly, it imposes obligations on payment service providers (“PSPs”) to provide details of cross-border payments to CESOP, to allow tax authorities to detect potential VAT fraud. The rules are aimed at detecting both EU and non-EU sellers. The run up to CESOP has been challenging for both tax authorities and PSPs.
